Workspace Method surfaceFlatReflectivity

Description

Creates variables to mimic specular reflection by a (flat) surface
where surface_reflectivity is specified.

Works basically as surfaceFlatScalarReflectivity but is more
general as vector radiative transfer is more properly handled. See
the ARTS theory document (ATD) for details around how
surface_emission is determined. In the nomenclature of ATD,
surface_reflectivity gives R.
