Workspace.frequency_wind_shift_jacobian: Vector3

The frequency wind shift Jacobian.

Used because all methods inside propagation_matrix_agenda work on the frequency grid, not on the actual wind speed for the sake of wind shift Jacobian calculations.

The order is
